At the beginning of the 20th century, Novi Pazar was culturally and economically underdeveloped. Cultural life was divided at a religious line: Muslims had private libraries in houses and mosques, and the Orthodox population within the church-school municipalities. The first printing house appeared in 1912, and the first local paper in 1921. years. The first public library was founded on 30. June 1921. in the interwar period of the library, they generally existed in schools. During the Second World War, the book fund was generally destroyed or lost. After the war, 23. December 1944. the National Library was established. Although it began in difficult conditions, as early as 1957. becomes a city library "Dositej Obradović". The next decades develop, and in 1983. becomes the municipal registry library. Since 1996. is located in a building in the city park. Modernization starts in 2006. year by introducing COBISS systems and electronic book loans. Today, the library has 25 employees, 10 departments, about 80,000 books and 5,000 active members per year. It remains a key cultural institution of Novi Pazar.
